Indonesia Confirms Plan to Merge Tech Giants GoTo and Grab

TEMPO.CO, Jakarta - Indonesia's Minister of State Secretary Prasetyo Hadi confirmed that the government is planning a merger between PT GoTo Gojek Tokopedia Tbk (GoTo) and Grab.

"That's the plan," Prasetyo said at the Merdeka Palace in Jakarta on Friday, November 7, 2025.

He explained that the potential merger is part of broader discussions surrounding the draft presidential regulation (Perpres) on online motorcycle taxis.

The government, he said, aims to ensure a balanced and sustainable ecosystem for drivers, companies, and consumers.

Prasetyo added that the state-owned Investment Management Agency, Danantara, is likely to be involved in facilitating the process.

“It’s probable that Danantara will be involved,” he told reporters, as quoted by Antara.

According to him, the government is still determining the structure of the corporate consolidation, whether it will take the form of a merger or an acquisition. “The scheme is still being worked out,” he said.

The minister emphasized that the government’s efforts are directed at finding common ground between the interests of driver-partners and the ride-hailing platforms, particularly regarding service rates and operational sustainability.

“These companies provide vital services that support millions of driver-partners,” Prasetyo said. “We recognize that online motorcycle taxi drivers are economic heroes who help move the people’s economy. Our main goal is to ensure this ecosystem remains sustainable.”

Prasetyo also noted that the draft regulation on online motorcycle taxis is still being refined. “It continues to be perfected through inputs from various parties, both from our motorcycle partners and the application companies,” he said.

Earlier this year, both GoTo and Grab denied merger rumors. In a disclosure to the Indonesia Stock Exchange (IDX) in March 2025, GoTo management dismissed reports of a Rp114.8 trillion merger as mere speculation.

Grab made a similar statement in May. “The speculation is not based on verified information, so we cannot comment further,” said Grab Indonesia’s Chief of Public Affairs, Tirza Munusamy, at the time.
