IKN Authority Launches Auction for Rp5.5 Trillion Civil Servant Housing Projects

TEMPO.CO, Jakarta - Indonesia's Nusantara Capital City (IKN) Authority will begin an auction to procure a Business Entity Executor for two civil servant housing projects through the Government and Business Entity Cooperation (KPBU) scheme with a total value of Rp5.5 trillion, starting this Thursday, as reported by Antara.

Deputy of Financing and Investment IKN Authority, Sudiro Roi Santoso, stated, "The auction process is opened through the digital platform Investara, conducted online at https://investara.ikn.go.id/home, officially starting today," in Nusantara on Thursday, November 13, 2025.

The two projects consist of the construction of 109 civil servant houses in the Core Area of the Central Government (KIPP) 1B with an investment value of Rp2.8 trillion, including housing units measuring 390 m2, and supporting facilities.

Furthermore, the construction of eight tower blocks for civil servant flats in KIPP 1A, with an investment value of approximately Rp2.7 trillion, includes units measuring 190 m2 and supporting facilities.

Sudiro continued that both projects will be implemented under the design, build, finance, operate, maintain, and transfer (DBFOMT) scheme, emphasizing synergy between the government and the private sector to expedite the provision of quality housing in the IKN.

"The construction of civil servant houses in KIPP 1B will take place over a two-year construction period, followed by an eight-year operation and maintenance period," Sudiro said.

This project is initiated by PT Intiland Development Tbk, which has been appointed as the initiator through the Approval Letter No. B.317/Head/IKN Authority/XI/2025 dated November 3, 2025. PT Intiland Development will receive an additional 10 percent value as compensation.

Meanwhile, the project to construct eight tower blocks for civil servant flats in KIPP 1A will have a construction period of 1 year and 3 months, and an operation and maintenance period of 10 years.

This project is initiated by PT Nindya Karya (Persero), which has been appointed as the initiator through Determination Letter No. B.316/Head/IKN Authority/XI/2025 dated November 3, 2025, with the same form of compensation, a 10 percent value addition.

"Both KPBU projects use a mechanism of investment return in the form of service availability payments, and obtain government guarantee facilities jointly between the Ministry of Finance and PT Penjaminan Infrastruktur Indonesia," Sudiro stated.
