Entrepreneurs Voice Frustration Over Soaring Shipping Tariffs in Indonesia

TEMPO.CO, Jakarta - Chair of the Indonesian National Association of River and Lake Transportation and Crossings (Gapasdap), Khoiri Soetomo, said that entrepreneurs in this sector complained about the application of tariffs for ferry transportation still referring to 2019 regulations. He said that the current regulations are no longer aligned with the rupiah exchange rate or the rising prices of basic commodities.

Khoiri said the government still sets the basic cost of ferry transportation at 31.8 percent, or lower than the selling price. "This makes it difficult for us, entrepreneurs, to provide optimal services to the public, especially in terms of safety and comfort. Operational costs continue to increase," he said during the National Working Meeting of Gapasdap in Jakarta, Wednesday, October 22, 2025.

In addition to tariffs, Khoiri said entrepreneurs complained because the collection mechanism still uses the old mechanism. Currently, the tariff collection is a flat rate for both passenger-filled and empty vehicles. This means that one vehicle filled with passengers is charged one ticket, along with an empty vehicle. "We have difficulty in detecting the actual manifest number of passengers sailing," he said.

Therefore, Khoiri said Gapasdap proposed that the Ministry of Transportation change this tariff collection method. According to him, the safety aspect of sea transportation is an element that cannot be compromised. "Safety of sea transportation will be very difficult to achieve without a healthy and fair business climate," he said.

Throughout 2024, Gapasdap recorded that ferry transportation services have served 30 million passengers, 3.5 million motorcycles, and 11.2 million four-wheeled vehicles. Currently, Khoiri said there are 350 crossing routes in Indonesia, including 82 commercial crossings and 268 pioneers. Additionally, there are currently 450 operational ships. This number consists of 343 commercial ships and 107 pioneers.

According to Khoiri, maritime transportation plays a major role because it can serve the public with super large and mass capacities. Additionally, this mode of transportation can be relied upon because it never takes a holiday. In other words, it is available 24 hours a day. "It cannot be replaced by other transportation modes," he said.
