TEMPO.CO, Jakarta - A total of 1,178 inmates have been declared eligible for amnesty or pardon from President Prabowo Subianto following a verification process, according to Minister of Law Supratman Andi Agtas.
The Ministry of Immigration and Penitentiary initially submitted a list of 1,669 inmates proposed for amnesty, which was then re-verified by the Directorate General of Legal Administration at the Ministry of Law. Supratman noted that the remaining cases are still under review.
He explained that the inmates eligible for amnesty are grouped into four categories. The first covers drug offenders charged under Article 127 of Law No. 35 of 2009 on Narcotics.
The second category includes individuals convicted of treason under the Indonesian Criminal Code.
The third involves those prosecuted for insulting the president, head of state, or government officials under Law No. 11 of 2008 on Electronic Information and Transactions.
Lastly, the fourth category comprises inmates with special needs, including those with mental disorders, chronic illnesses, intellectual disabilities, or those aged over 70.
Supratman emphasized that the amnesty is not granted arbitrarily.
"There are criterias. This is about humanity, justice, and reconciliation," he said
The process has been carried out in coordination with several government bodies, including the National Narcotics Agency, the Ministry of Human Rights, the Ministry of State Secretariat, and the Coordinating Ministry for Legal, Human Rights, Immigration, and Penitentiary Affairs.
According to Supratman, the initial data collected in February 2025 identified 44,495 potential amnesty recipients. After a series of screenings, that number was narrowed down to 19,000 and further reduced to 1,669 by April following additional verification.
