US Court Blocks Import Tariffs, Several Countries Reportedly Threatened

TEMPO.CO, Jakarta - The US International Trade Court has blocked the comprehensive implementation of import tariffs imposed by President Donald Trump. The court deemed that Trump had exceeded his authority in imposing massive import duties on trade partner countries.

The court decided that the emergency law set by the White House could not unilaterally give the president the authority to impose tariffs on almost every country in the world. The court, on local time Wednesday, stated that the US Congress has the exclusive authority to regulate trade with foreign countries based on the US Constitution.

Previously, many countries, including long-time allies, faced tariffs of 25 to 30 percent or more. For any country not on the list, Trump stated that a "basic" 10 percent tariff would apply. On April 9, 2025, the president revoked the retaliatory tariffs, stating that he would postpone them for 90 days, until July 9, to allow each country to negotiate.

Vietnam and Cambodia were subject to very high tariffs, at 46 and 49 percent, respectively, due to their large exports to the US but minimal imports. Many other small countries are in a similar situation, and it is unclear whether there is enough time for the US to negotiate separate trade agreements with each country before July 9.

European Union

Quoted from Euro News, Donald Trump last Friday said that negotiations with the European Union had not been fruitful. He threatened to impose a 50 percent tariff on European Union goods imported into the United States, effective from June 1.

Subsequently, after speaking with European Commission President Ursula von der Leyen over the weekend, he deferred the imposition of the hefty tariffs until July 9, 2025, provided that no agreement is reached before that date.

"Europe is ready to advance talks quickly and decisively," said Von der Leyen. "To reach a good agreement, we need time until July 9."

China

As reported from CBC, China is the world's largest exporter, but unlike many other countries, China is not showing enthusiasm to negotiate with Trump. Officials did speak with the Trump administration to reduce the tariffs from 145 percent to 30, which came into effect on May 14. However, the higher tariffs were not revoked, only temporarily suspended for 90 days. China currently imposes a 10 percent tariff on US goods in retaliation.

Last week, Trump threatened to impose import tariffs of 25 percent on iPhones, then added Samsung phones, most of which are still made in China. The tax collection was scheduled to take effect at the end of June, but it is also subject to legal challenges, and it is unclear whether the president has the authority to impose it.
