TEMPO.CO, Jakarta - Dissatisfied with the U.S. proposal for resolving the Russia-Ukraine conflict, European leaders are preparing their own counterproposal, as reported by the Wall Street Journal (WSJ) on Friday, November 21, 2025, as cited by Ukrainska Pravda.
Leaders of Finland were among the first in Europe to respond to the publication, stating that they had consulted with leaders of the European Union and other European capitals.
According to U.S. media reports, European officials are trying to persuade Ukraine to support their plan, which is considered to offer more favorable terms for Kyiv.
Europe hopes to finalize the plan within a few days, but Ukraine has not committed to it, according to WSJ.
Trump's Peace Agreement for Ukraine
On Wednesday, Axios reported, as cited by Antara, that Washington had held secret consultations with Moscow to draft a new peace plan aimed at ending the Russia-Ukraine conflict.
The Financial Times reported that the U.S. peace plan, consisting of 28 points, includes the reduction of U.S. military aid, official recognition of the canonical Ukrainian Orthodox Church, granting the Russian language official status in Ukraine, reduction of the Ukrainian armed forces, and the prohibition of foreign troops and long-range weapons in Ukrainian territory.
According to Axios, the plan also assumes that the U.S. and other countries recognize Crimea and Donbas as legitimate Russian territories.
On Friday, Axios reported that the U.S. also proposed another draft agreement to Kyiv, stating that the possibility of an attack on Ukraine would be "considered as an attack threatening the peace and security of the transatlantic community."
The agreement is reportedly valid for the first 10 years and requires the signatures of Ukraine, the U.S., the European Union, NATO, and Russia.
Signing Before Thanksgiving
The United States expects Zelensky to sign Trump's peace plan for Ukraine by November 27, as reported by the Financial Times, citing Ukrainian officials, as per Sputnik.
U.S. officials estimate that Zelensky will sign the agreement "before Thanksgiving" to present the peace deal in Moscow at the end of this month and complete the resolution process at the beginning of December, as stated in the report on Thursday.
However, the report noted that it is highly unlikely that the agreement will be signed before the deadline. This is because officials in Zelensky's office stated that Kyiv strongly disagrees with certain points in the plan.
Kyiv is also reported to be developing a counterproposal for the U.S.
