TEMPO.CO, Jakarta - The Speaker of the People's Consultative Assembly (MPR), Ahmad Muzani, announced that the institution will schedule a formal meeting with President Prabowo Subianto to specifically discuss the planned amendment of the 1945 Constitution.
Ahmad Muzani first raised the issue of amending the 1945 Constitution during a meeting with Prabowo at the Presidential Palace on Monday afternoon, November 2, 2025.
He clarified that the initial discussion was too brief and casual to cover the complex topic, necessitating a formal follow-up. "Yes, later the MPR will meet directly with him (the President) formally. This was just a casual meeting," said Muzani after the meeting on November 2.
He noted that due to the head of state's tight schedule, the MPR is currently awaiting a scheduled appointment. "I am being scheduled."
The MPR has completed the preparation of the Outline of State Policy (PPHN), a key document aimed at providing long-term development guidance. The MPR has proposed several legal options for formalizing the PPHN: through legislation, an MPR Decree, or an amendment of the 1945 Constitution.
Prior to the announcement of the formal meeting, Muzani stated on November 10, 2025, that the MPR leadership intended to consult with the President to determine the legal basis of the PPHN. "We want to convey to the President to discuss whether it should be an MPR Decree, a law, or something else," Muzani said at the Presidential Palace.
The push to revive a formal state policy, similar to the previous National Policy Outline (GBHN), has been ongoing since the 2009-2014 MPR period, but the discussion was never finalized.
Before the 1945 Constitution was amended for the third time in 2001, the GBHN was listed in the constitution, and the MPR held the authority to issue decrees and elect the president.
The 2001 amendment eliminated the MPR's decree-making and presidential election authority. Following this, Law Number 25 of 2004 concerning the National Development Planning System was issued to regulate national development policy, effectively replacing the GBHN structure.
The renewed plan to amend the Constitution has drawn constitutional concerns. Feri Amsari, a Constitutional Law lecturer at Andalas University, expressed apprehension that the proposed amendment could be used to reverse democratic reforms, specifically by changing the presidential election system from direct popular vote to an indirect election through the MPR, reminiscent of the New Order era.
"[It is feared that] later, the President or political parties can easily consolidate the presidential election within the MPR," Feri warned on Wednesday, November 12, 2025.
