TEMPO.CO, Jakarta - The Directorate General of Immigration at the Ministry of Immigration and Correction (Imipas) has issued the Global Citizenship of Indonesia (GCI) policy. This policy grants permanent residency to individuals of Indonesian descent and foreign nationals with blood ties, kinship, or historical connections to Indonesia.
Immigration and Correction Minister Agus Andrianto claims that this new policy could be a middle-ground solution for the issue of dual citizenship in Indonesia. "GCI is a solution that addresses the polemic of dual citizenship by providing broad residency rights for foreign nationals who have strong ties to Indonesia without changing their foreign citizenship status and without violating state regulations," said Agus in his written statement quoted on Wednesday, November 26, 2025.
Agus stated that this policy creates opportunities for people from different countries with ties to Indonesia. "This policy also demonstrates that Indonesia is capable of adapting to global dynamics without sacrificing the principles of legal sovereignty of citizenship," he said.
Meanwhile, GCI applications can be submitted by former Indonesian citizens, descendants of former Indonesian citizens up to the second degree, legal spouses of Indonesian citizens or former citizens, and children born of lawful marriage between Indonesian citizens and foreign citizens.
However, this permit does not apply to foreign nationals from countries that were once part of Indonesian territory who are involved in separatist activities or who have a background as civilian officials, intelligence personnel, or military personnel abroad.
GCI applications can be submitted online through the evisa.imigrasi.go.id website. The provided all-in-one system allows GCI applications to cover the issuance of Limited Stay Visas, Conversion of Limited Stay Permit to Permanent Stay Permit, Extension of Unlimited Permanent Stay Permit, and Unlimited Re-entry Permits.
Agus conveyed that a similar concept is practiced in several countries, including India, with its Overseas Citizenship of India (OCI) program. According to him, the implementation of similar policies in various jurisdictions demonstrates the credibility and feasibility of implementing GCI in Indonesia. "This emphasizes the readiness of the Directorate General of Immigration in managing policies oriented towards legal certainty, ease of service, and international competitiveness," he said.
