Komnas HAM Coordinates with PSSI to Resolve the Kanjuruhan Tragedy Case

The National Human Rights Commission (Komnas HAM) is opening up opportunities to work together with the Indonesian Football Association (PSSI) to resolve the problems in the Kanjuruhan Tragedy. Komnas HAM Monitoring and Investigation Commissioner Saurlin Siagian claims that his institution has communicated with PSSI so that the football federation can carry out the recommendations that have been given.

"One of our recommendations to PSSI. Of course we will continue to coordinate with PSSI," said Saurlin at Komnas HAM, Central Jakarta, Monday, June 30, 2025.

However, he has not been able to confirm whether the Indonesian Football Federation is able to carry out the recommendations from Komnas HAM. Saurlin said that this effort is still being continued by his party so that the victims of the Kanjuruhan tragedy will immediately receive their rights.

In addition to PSSI, Komnas HAM also provided recommendations to six institutions in Indonesia, namely the President, PT Liga Indonesia Baru (LIB), the Police, PT Indosiar Visual Mandiri, PT Arema Aremania Bersatu Berprestasi Indonesia (AABBI), and the Indonesian football supporter community.

He explained that this recommendation is related to the fulfillment of the rights of the victims of the Kanjuruhan tragedy in the form of remediation. So, according to Saurlin, this effort can restore the losses experienced by the victims after the incident.

"Remedies for these victims must be considered by the state, how to fund them, scholarships for the victims' families, the sustainability of life for people whose backbones are gone," he said.

Komnas HAM will also provide further information after the victims report the Kanjuruhan tragedy to their institution. So, said Saurlin, this effort is to check that the recommendations submitted to the seven institutions have been implemented by the government.

The Kanjuruhan tragedy was the death of 135 Arema FC supporters after the BRI Liga 1 match against Persebaya Surabaya on October 1, 2022. The incident was triggered by the actions of Arema FC supporters who tried to enter the field after their favorite team lost.

The police responded to the action by firing tear gas towards the stands. The shooting of tear gas caused panic among the audience until they pushed to get out of the Kanjuruhan stadium.

In this case, the East Java Regional Police also named six people as suspects. They are the Head of the Malang Police Samapta Unit AKP Bambang Sidik Achmadi, the East Java Police Mobile Brigade Company Commander (Danki) AKP Hasdarmawan and the Head of Operations (Kabag Ops) of the Malang Police Kompol Wahyu Setyo Pranoto, the President Director of PT Liga Indonesia Baru (LIB) Akhmad Hadian Lukita, the Head of the Match Organizing Committee Abdul Haris, and Security Officer Suko Sutrisno.

Of that number, only five suspects in the Kanjuruhan Tragedy were brought to court. Akhmad Hadian Lukita was even released from detention after his sentence had expired. The five suspects only received light sentences.

The heaviest sentence was given to Bambang Sidik Achmadi in the form of a prison sentence of 2 years and 6 months. That was after the prosecutor filed an appeal to the Supreme Court after Bambang and Hasdarmawan were acquitted in the first instance court.
