Indonesian Police Urged to Cover Sexual Assault Victims' Forensic Exam Costs

TEMPO.CO, Jakarta - The National Commission on Violence Against Women (Komnas Perempuan) urges the police to assist in financing forensic medical examinations, or visum et repertum, for victims of sexual violence. The head of Komnas Perempuan, Maria Ulfah Anshor, said many victims of sexual violence still have to bear the cost of medical examinations despite their necessity in court proceedings. 

"Many victims complain that on top of the expensive medical examination cost, they now have to bear it themselves," Maria said in Jakarta on Tuesday, February 2, 2026.

Therefore, Maria is pushing the police to give financial assistance for sexual assault victims' medical examinations. "Recommending the Indonesian National Police to provide free medical exam services at all Bhayangkara hospitals for women who were victims of violence," said Maria Ulfah to Tempo.

Maria Ulfah said free forensic exams used to be provided for free by Bhayangkara hospitals in several regions. "But it seems that the policy has changed."

This issue was also conveyed by Minister of Women's Empowerment and Child Protection (PPPA), Arifatul Choiri Fauzi. "Some regions did not cover victims' forensic exam costs," said Arifah on Thursday, January 29, 2026.

According to Arifah, this situation occurs because the regional governments lack the budget.

Nevertheless, her ministry also helps in financing the medical exams for victims of sexual violence. Arifah stated that there is a non-physical Special Allocation Fund (DAK) given to the regions, which is used, among other things, to cover victims' medical exam costs.

In 2026, the minister said the ministry has transferred the Non-Physical DAK to 305 regencies/cities.

Previously, the Sumbawa Child Protection Agency in West Nusa Tenggara Province complained about the costly forensic medical exams that victims personally pay for, thus hindering the investigation process against sexual assault cases.

Forensic medical examinations is integral in sexual violence cases. Sexual Violence Law (TPKS Law) mandates that the state must bear the cost of victims' medical examinations.
