TEMPO.CO, Jakarta - The Directorate General of Customs and Excise, along with the Special Task Force for the Optimization of State Revenue (Satgassus OPN) of the Indonesian National Police, has thwarted the export of 87 containers containing derivative products of crude palm oil (CPO) to China. A total of 1,802.71 tons of products were worth Rp28.79 billion, owned by PT MMS, are suspected to contain materials that do not comply with the information registered with the Customs authorities. Allegations of customs violations arose due to indications of manipulation of the type of export goods.
Police Chief General Listyo Sigit Prabowo stated that they are open to further investigating the case. The alleged export violation is currently still being handled by Customs investigators. "We will conduct a thorough investigation. If necessary for law enforcement, the police will take appropriate steps," said Sigit in Tanjung Priok, North Jakarta, on Thursday, November 6, 2025.
Sigit explained that PT MMS reported the goods to be exported as "fatty matter," a palm oil derivative that is not subject to export levies or exit duties. However, laboratory examinations by Customs authorities and universities revealed that the products' contents differed from what was stated in the export documents.
Customs and Satgassus OPN of the Indonesian National Police suspect that PT MMS engaged in tax avoidance by manipulating the classification of goods. The joint team is conducting an in-depth examination of the product content to confirm the alleged violation. Preliminary indications suggest that the product should fall under the category of goods subject to export fees.
The case originated from the Satgassus OPN's monitoring results. The Satgassus OPN is part of the Indonesian National Police, which found a surge in fatty matter exports to China. A member of the Satgassus OPN, Aulia Postiera, stated that the surge occurred after the export of Palm Oil Mill Effluent (POME) was tightened through Minister of Trade Regulation No. 2 of 2025. "Previously, POME exports increased sharply, but after the regulations were tightened, it was fatty matter that increased strangely," said Aulia.
The Satgassus team then conducted a study, including a mirror analysis of company import data in China. The analysis results indicated discrepancies between export and import data. After coordinating with the Customs authorities, the team took action against PT MMS at the Tanjung Priok port. "And it turns out that the product is not fatty matter as registered," said Aulia.
This enforcement also involved the Directorate General of Taxation (DJP) of the Ministry of Finance. The DJP's initial analysis revealed indications of underinvoicing, or understating the export value to be lower than the actual price. As a result, the country potentially lost around Rp140 billion in revenue.
