TEMPO.CO, Jakarta - Deputy Chair of Commission X of the Indonesian House of Representatives (DPR) MY Esti Wijayati urges the government to emulate South Korea's policy of displaying the history of bullying perpetrators when applying for college. She hopes that this policy can be implemented next year.
She stated that the plan to implement this policy has been prepared by the South Korean Ministry of Education since 2023 to combat violence among students. She pointed out that Indonesia could learn from South Korea, which also faces high levels of bullying issues in the education environment.
"This is interesting; it can serve as an example for handling social sanctions against bullying perpetrators. Clear normative sanctions can make those indicated to have bullying tendencies more cautious and have self-control," said Esti in Jakarta on Tuesday, November 25, 2025.
In addition, she emphasized the importance of strengthening teachers' understanding of bullying. She mentioned that bullying prevention and intervention cannot be effective if teachers' understanding of the issue is low. She stressed the need for special training for teachers regarding the concerning issue of bullying.
"Teachers need to have counseling and conflict management competencies, students need to be educated, parents need to be actively involved, and schools must have a living SOP, not just a formality," she said.
She revealed that many schools, especially in remote areas or with limited resources, have not received basic training in counseling or conflict management. This makes schools unprepared to respond to bullying cases quickly, safely, and professionally.
Therefore, she emphasized that the draft Law on the National Education System (Sisdiknas) should push the government to issue specific and operational derivative regulations.
"Without detailed rules for audit, efforts to combat bullying will only be normative formulations without implementation strength," she said.
