ICW Submits New Report on Hajj Organization Corruption to KPK

TEMPO.CO, Jakarta - Indonesia Corruption Watch (ICW) has officially reported two civil servants and organizers from the Ministry of Religious Affairs to the Corruption Eradication Commission (KPK) on Tuesday, August 5, 2025. According to ICW researcher Wana Alamsyah, the report aims to prompt the KPK to investigate alleged corruption in the organization of the 2025 Hajj pilgrimage.

"ICW officially reported allegations of corruption related to the Hajj organization," Wana said at the KPK's Red-and-White Building.

The report outlines two primary violations. The first concerns masyair, or public services for pilgrims, where ICW alleges that two service providers were selected from separate companies, which are in fact owned by the same individual.

Wana explained that this selection is a concern because it allegedly violates Law Number 5 of 1999, which prohibits monopoly practices and unfair business competition. This law states that a market cannot be monopolized by a single person.

"The individual who owns these two companies monopolizes about 33% of the public services for a total of approximately 203,000 Hajj pilgrims," Wana said.

The second alleged violation involves catering procurement. ICW claims that the food provided to pilgrims did not meet the standards outlined in Health Minister Regulation Number 28 of 2019.

Furthermore, there are allegations of extortion by a civil servant against one of the catering providers. ICW also highlighted the reported reduction in the quality and specifications of the food received by pilgrims.

"Based on the analysis of the contract documents, we reported three individuals at the Ministry of Religious Affairs. One is a state organizer, and the other two are civil servants," Wana added.

Another ICW researcher, Almas Sjafrina, clarified that this case is different from the alleged Hajj quota corruption currently under investigation by the KPK. She noted that while the patterns of alleged corruption seem different, corruption within Hajj organization is not a new phenomenon. "We suspect there is abuse that has led to state losses," Almas said.

Meanwhile, the KPK is separately investigating alleged Hajj quota corruption for the year 2024. KPK Spokesperson Budi Prasetyo confirmed that the case is still under investigation. He stated that the KPK will summon all parties with knowledge of the case details for questioning.

"In due time, we will definitely provide updates on the case's construction," he said on Friday, June 20, 2025, at the KPK's Red-and-White Building.

Budi added that the KPK has sought clarification from various parties to gather the necessary information and statements. However, he could not provide specific interim findings as the case is still in its investigation phase.

KPK Chairperson Setyo Budiyanto mentioned that the Hajj quota case investigation is not limited to 2024 but also includes the year 2023. "Well, for now, the initial information obtained may pertain to that period," he said at the KPK's Anticorruption Center in South Jakarta.
