GGGI, ADUPI Ink Partnership on Sustainable Plastic Management in Jakarta Summit

TEMPO.CO, JakartaThe Indonesian Plastic Recycling Association (ADUPI) signed a partnership agreement with the international, intergovernmental organization Global Green Growth Institute (GGGI) to bolster a sustainable plastic recycling ecosystem in Indonesia. The agreement was inked by ADUPI chair Christine Halim and Rowan Fraser, GGGI Country Representative for Indonesia, at the 2025 ASEAN Recycling Summit in Jakarta on Thursday, August 14, 2025. 

The agreement is part of GGGI’s Plastic Circular Investment Initiative (PCII), which aims to mobilize approximately US$60 million in investment to support the establishment of a sustainable plastics value chain in Indonesia. 

Rowan Fraser said GGGI, which currently has 52 member states and over 29 partner countries, strives to assist the Indonesian government to “identify, structure, design, and implement innovative solutions for the circular economy, in alignment with the Circular Economy Roadmap and National Action Plan,” in a press release received by Tempo on Friday.

The organization will be working with ADUPI to address plastics circularity, as well as identifying specific investment opportunities to match recycling initiatives with potential funders and tech providers. 

Plastic Waste Management Remains a Challenge in Indonesia

The Ministry of Environment data shows that plastic waste made up 19.75 percent of Indonesia’s total waste in 2024, amounting to 6.76 million tons. Poor waste management, including on recycling, has led to environmental damage in coastal areas and is affecting the health of nearby residents. 

However, in recent years, plastic recycling facilities and initiatives have become more ubiquitous in Indonesia, particularly given the uptake of businesses championing sustainability and environmental protection in their operations. Fraser said Indonesian consumers are also increasingly seeking products made from plastic alternatives, such as high-quality recycled plastic. 

Nevertheless, the plastic recycling ecosystem in Indonesia still faces a range of challenges. These include uncertainty in regulations and policies, the lack of general waste separation and limited collection coverage, and the struggle that plastic recycling initiatives face in securing necessary funding to implement circular economy models. 

The partnership between GGGI and ADUPI aims to bridge such gaps. ADUPI’s 500+ spans the full value chain—from petrochemical producers and packaging converters to waste operators and brand owners. These include recycling initiatives specializing in upstream activities, such as ensuring better product design for plastic packaging, to downstream activities, such as plastic waste management. 

“This partnership will jointly identify investment opportunities between the two parties while simultaneously shaping the policy-enabling framework,” said Christine Halim, during the same event. According to her, GGGI will extend its technical and financial expertise to address critical infrastructure gaps in the recycling sector, and ADUPI will mobilize industry players, provide market insights, and ensure regulatory compliance.
