All About Indonesia's 2026 Hajj Season: From Quotas to Cost

TEMPO.CO, Jakarta The 2026 hajj season is estimated to begin on April 18, 2026, coinciding with the 1st of Dzulqa'dah 1447 Hijriah. Currently, the Indonesian government and the House of Representatives (DPR) have commenced discussions regarding the hajj pilgrimage arrangements for the upcoming 2026 departure year, including the pilgrimage quota and costs.

The Ministry of Hajj and Umrah is preparing for the organization of the 1447 Hijriah hajj pilgrimage, both domestically and internationally. Deputy Minister of Hajj and Umrah Dahnil Anzar Simanjuntak stated that for domestic preparations, the Ministry is carrying out the verification of fully eligible pilgrims, selection of air transportation providers, preparation for the recruitment of hajj service officers (PPIH) for batches to and from Saudi Arabia, as well as arrangement for the full settlement by special hajj pilgrims.

As for the arrangements in Saudi Arabia, the Ministry of Hajj has completed the selection of public service and masyair providers. Following this, according to Dahnil, the Ministry will proceed with the provision of accommodation, food, and transportation.

2026 Hajj Quota Remains at 221,000

Dahnil Anzar stated that the hajj quota for 2026 or 1447 Hijriah remains the same as the previous year, amounting to 221,000 pilgrims. Dahnil conveyed this during a working meeting with the DPR's Commission VIII on Tuesday, October 28, 2025.

"Based on data from the Ministry of Hajj and Umrah from Saudi Arabia through the Nusuk Masar application, it was mentioned that the Indonesian hajj quota for 1447H/2026M amounts to 221,000 pilgrims," Dahnil said in the meeting room at the DPR building in Senayan, Central Jakarta.

This hajj quota is divided into two categories, namely a regular hajj quota of 92 percent or equivalent to 203,320 pilgrims and a special hajj quota of 8 percent or a total of 17,680 pilgrims. The details are as follows: pure regular quota consists of 201,585 pilgrims, allocation of quota for regional hajj officers amounts to 1,050 people, and quota for hajj and umrah guidance groups (KBIHU) comprises 685 individuals.

The allocation of regular hajj quotas per province has also been announced by the Ministry of Hajj. Some provinces with the largest quotas include East Java with 42,409 quotas, Central Java with 34,122 individuals, and West Java with 29,643 quotas. Meanwhile, South Sulawesi received 9,670 quotas and Banten with 9,124 quotas. The regular hajj quota for the Special Capital Region of Jakarta is allocated for 7,819 individuals.

Government Proposes a Rp1 Million Decrease in 2026 Hajj Cost per Pilgrim

Indonesia's Ministry of Hajj and Umrah has proposed the 2026 Cost of Hajj Pilgrimage or BPIH to amount to Rp88,409,365.45 per pilgrim. Of the total, 62 percent or approximately Rp54.9 million will be directly borne by the pilgrims, while the remaining 38 percent will be covered by the government through optimalization benefits.

By comparison, the DPR has set the BPIH for the 2025 departure or 1446 Hijriah at Rp89,410,258.79.

"In short, the value we proposed related to the BPIH (Cost of Hajj Pilgrimage) has decreased by Rp1 million compared to last year," stated Dahnil Anzar Simanjuntak during a working meeting with the DPR's Commission VIII at the MPR/DPR Complex in Senayan, Jakarta, on Monday, October 27, 2025.

He mentioned that prospective 2026 hajj pilgrims are proposed to pay a Hajj Travel Cost (Bipih) of Rp54,924,000. Meanwhile, during the 2025 hajj pilgrimage, pilgrims paid a Bipih of Rp55,431,750.

DPR Aims for a Further Reduction of Hajj Cost to Rp87 Million

The DPR considers that the hajj cost per pilgrim for the 2026 departure can still be reduced. The Ministry of Hajj and Umrah had previously proposed the Cost of Hajj Pilgrimage for 2026 to be Rp88.4 million, decreased by Rp1 million from this year.

According to Marwan Dasopang, the proposed BPIH for 2026 can still be reduced by Rp1 million. "So the amount, last year it was Rp89 million, now it's Rp88 million. If we strive to reduce it by another Rp1 million, it will be Rp87 million," stated Marwan at the DPR building in the Senayan area, on Tuesday, October 28, 2025.

The member of the National Awakening Party (PKB) mentioned that the DPR will thoroughly examine each BPIH expense category, ranging from flight costs, accommodation, food, to transportation services in Saudi Arabia. The DPR also requested a simulation of cost calculations per embarkation to assess the potential for savings in regions with high logistic costs.

"Where will the Rp1 million reduction be from? We will look at that later; it could be in consumption, plane tickets, or accommodation and so on. It cannot be specified yet," stated Marwan.

Government Designates Two Hajj Service Companies for 2026

The Indonesian Ministry of Hajj has designated two service companies for the implementation of the 2026 hajj pilgrimage. These two companies will serve 221,000 Indonesian hajj pilgrims for the upcoming departure year.

This number is a decrease from the 2025 hajj pilgrimage which had eight companies. Deputy Minister Dahnil Anzar Simanjuntak mentioned the two companies that will serve Indonesian hajj pilgrims are Rakeen Masyariq and Bait Al Guest.

According to Dahnil, the process of appointing the two companies started with the announcement of providers. The subsequent stages included registration, verification, technical and administrative aspects, service plan presentations, field verification, price negotiation, and agreement.

"The selection of these companies has been in accordance with the number determined by the Saudi government, which is two companies," stated Dahnil during the working meeting with the DPR's Commission VIII at the DPR building in Senayan, Central Jakarta, on Tuesday, October 28, 2025.

Dahnil explained that the selection was based on evaluations by the Saudi government and the service performance during the Ministry of Religion's operations in 2025.

Moreover, the Ministry of Hajj also considered the companies' ability to serve more than 100,000 pilgrims. "And the availability of experts in the companies for accommodation, food, transportation, and healthcare services," stated Dahnil.
